Look for a red square with what looks like a fishhook in white in the system tray (right lower where the digital clock is). If it's there, right click on it and select "Pointing Device Properties". Choose the "Device Settings" tab, then click on the "Settings" box. Select "Virtual Scrolling". If you don't see a check mark next to "Enable Vertical Scrolling", you have found the source, hopefully, of your problem. Check the box and off you go.

If you don't see the system tray icon, go to the SWSetup folder in "Program Files". Look for "Touchpad". Click on "setup" within the "Touchpad" folder and reinstall the driver. Reboot and repeat the process I first gave you.
