What is the swsetup folder on my dv6500 notebook? The folder seems to keep growing and has 2.6 gb of data. Can i delete its contents?

All the apps and drivers for your machine. I would make a copy or two then you can delete it if you need the space.

They are all the original programs (including bloatwares) that were installed with you laptop. Yes best to dowload the directory for later re-installation.

No, but it does contain the ThinkSoft application setup that is responsible for creating the recovery discs/partition. It can be burned to dvd and removed from the hard drive.
