I've had all sorts of USB related issues on Windows which ultimately led me to return a Thinkpad. For example even right now no one can use EGPUs of any kind because of "Error 12" due to a PCI bus issue since v1809 that was only fixed by the fast ring developer preview.

So given that have you tried the developer preview v2004 build 19635 on the fast ring? I'd start there since it appears to be the most updated stable build available ironically enough.
