Well, as for questions one and two:

    1. The zv6000, to my knowledge, lacks an IrDA (infrared communications) port.
    2. Yes, the zv6000 uses a desktop processor which produces a lot of heat. It is normal for at least one fan to run nearly constantly.

One: on the front of the notebook, next to the volume control, is the IRda port. It might already be installed - go into the device manager and see if it is listed. If it is, make sure that it is enabled, plus the service is running.

Two: Yes, that is perfectly normal for the fans to be running as lowlymarine says.

I'm not sure of the answer to the last two, although for number four, if you have bluetooth, then I'd assume that it would be possible to use it as a modem.

As ChazMan said, you probably already have the IR port installed on your laptop. It should be right between the volume down/up and mute keys. If its not there, you probably won't be able to install it, because you would have to most likely rip open the notebook and somehow stick it in. Look on HP's site for drivers, as well as the recovery discs. To answer your second question, no, it is not normal for both fans to be running while idle or while under a light load. On my zv6000, only the center fan is on all of the time, and its whisper quiet. When I'm running benchmarks and playing games is when both fans are on max, but not all of the time. Not too sure about what you're trying to ask on your third and fourth questions though.

Could try downloading and installing this. It has a few things in there referring to infrared - that was all I could find.

you do not have a fully functional IR. It is what HP calls Consumer IR, which can be used only for a remote control. Sorry, you are out of luck. So was I.
One of the fans runs constantly, that is normal. ZV6000 is a desktop replacement so this should not bother you. It runs really cool and that's great. I undervolted mine and it idles at 28 degrees!!

As for the mobile, check your programs and your network. For example, mine SonyEricsson T610 can be used as a modem in two different ways - this depends on the provider, so you may wanna call them.

Did you try Windows Update from Device Manager for the IR driver?
