I just installed Win7 Ultimate x64 and follow several tweak guide on disabling some services, but at the end I can not power on wifi menu while wifi led is working and blinks, while wired LAN is still working.

anyone who can help me to identify which services that linked to this error?

I just find out that it's dependent to other services that I disabled
    CNG Key Isolation
    Extensible Authentication Protocol

now it's working :). case closed
