My father wanted to switch to a lower resolution (1360 x 768) because the fonts were too small at max resolution (I configured him a HD+ screen 1600x900).
For first few weeks, it looked normal, although the display itself wasn't sharp as 1600x900.
I thought changing DPI would help with the text even at 1600x900 so I changed the resolution back to 1600x900 and set DPI at 125% today. He said that was too big, so I lowered it back to 100% and now the display fonts are smaller than before (attachment).
I can't barely read the hour # written on the Power Manager widget nor any of the bookmark on Google Chrome.
Pretty much all the fonts have gotten smaller even at 100% DPI or any other resolution including default 1600.
I even tried installing latest monitor driver but it's still the same.
It's either way too big at 125% DPI or way too small at 100%.
What could be wrong?

As for the power manager gauge font: open up power manager, switch to advanced mode, go to the options tab and change the power manager gauge menu size to the size of your liking. Your text is indeed unusually small... mine is set to normal on a 1600 x 900 screen as well and is nowhere near that font size. Maybe try switching back and forth the DPI in windows? something might have gone wrong there when switching back and forth before.

I have tried to change the resolution and DPI back and forth, but nothing has changed.

You can set percentage values (DPI) by following these steps:
1-Right-click you Desktop.
2-"Screen Resolution"
3-Wait for the window to open.
4-Click "Make text or other items larger or smaller".
5-Click "Set custom text size (DPI)".
6-Drag the ruler left or right to make the percentage larger or smaller.
7-Click "Ok". -

So, restoring your computer to the time before you edited your DPI fixed your issues?

System Restore came to my mind all of sudden and I thought I'd try and it worked

Normally just trying a different Windows theme will restore the DPI back to default, you don't really need to do a System Restore.
