This seems like a question from a noob, but I'm far from one. I just can't figure out if I have it or not.

My device manager is not missing any drivers. I'm pretty sure I configured it with bluetooth, but I may be wrong. Like I said I'm not sure. It's not coming up in the Control Panel and I feel at a loss.
Any insight?
Thanks.

It definitely seems that you have bluetooth from what you posted above. I was also under the impression that you won't get a bluetooth light on your bezel unless it comes installed in the system. Do you have one of those above the keyboard right next to the Wifi and circular Z light?
I'm not familiar with your level of expertise or what you have or haven't tried yet, so don't mind that I'm suggesting the most basic approach first
1. The RF switch on the front left side of the Thinkpad- make sure it's in the on position showing the green colored part.
2. Which Thinkvantage applications do you have installed? The Fn + F5 keys together will pop up a window where you can switch on your wireless radios, be it Wifi, Bluetooth, or Wimax.
3. You mention that the device manager is not missing any drivers, but is there anything listed there that is disabled? In other words, it won't show up as the yellow exclamation point, but rather the actual device icon with a downward pointing arrow? (Or similar, depending on your OS.) -

Damn I didn't think I'd get such a well thought out reply. Well here goes:
Yes, I have the Antenna (indicating Wi-Fi activity) and a bluetooth light.
No worries.
Yes, it's on. Wi-Fi is working as well.
Only the power suite with active hard-drive sensing. I'm running RC1 of W7 (build 7100). No issues so far with drivers apart from the intel AMT, which I installed manually. Do you think the thinkvantage suite would help? I mean it's a pretty basic application for novices in terms of managing their thinkpad.
Negative good sir, none are disabled. None are missing drivers or require attention - Meaning about 3 things: The bluetooth module is not getting power(ie broken), is not installed or not active.
What's weird is there's no keyboard FN+? button to press in order to activate bluetooth...

i think there's your problem. you didn't turn on bluetooth before installing w7 and now you can't find a way to turn it on within w7. install lenovo's hotkey drivers to bring back fn+fx buttons.

with that, when you press fn+f5 you SHOULD see a way of turning on/off wifi, and bluetooth (and wwan if you have it and is active). -

i had a similar issue, but in the end FN+F5 and i enabled bluetooth,
and then win 7 told me it detected a new device and installed the drivers
