The webcam seems to have one of those protective films you find on small LCD devices from the factory, like when you get a new iphone. On most devices it is clearly supposed to be removed.

On the X200 it kind of looks like protective films I have seen, but I can't tell for sure whether it is permanent or supposed to be removed. Is there a film on there intended to be removed after purchase, or is it always just cloudy like that?

There was definitely a film on my tablet so I would say the normal x200 has one as well.

On my T500, there was a removable film, so I assume there is on the X200.
