    Is this because the battery is running out?

    I've been running my T61 on battery. It has 14% power / 35 minutes remaining. I turned it off. Then when I turned it on again, it loaded the desktop but that's it: when I put the cursor on system tray at the bottom, the sandglass timer shows up and wouldn't go. Clicking on the START button doesn't cause anything. The only thing I can do is to go to ThinkVantage by the blue button. I had to press the power button to turn off the computer.

    Is this caused by low battery? If so then "30 minutes remaining" means "0 minute remaining".

    Probably not. Sounds like a software issue. When the battery is done, the machine will just shut off.
