So here's the problem. So I've had my thinkpad t400 for a while now (out of warranty), and it may be me but I think the LCD panel is losing its brightness. Is there a device or app I can use or install to find out how many nits the LCD is producing so I can see if in fact it is or not losing its brightness?

There's no software that can measure that. You'll need something in hardware.
CCFL screens dim over time, eventually necessitating the replacement of the lamp itself. Hence, the transition to LED, where the issue is negligible. -
To measure the brightness, you'll need to get a calibrator. This is what most reviews use to generate those plots of color gamut and accuracy and contrast.
Some of the cheap ones are the Spyder3 and i1Display/LT (this is what I have). -
I forgot to mention I have the LED version, not CCFL. I'll look into those devices, thanks!
