Hi. I heard a strange Lenovo Y700-15ISK's fan speed noice. So I removed laptop cover and found a chip which was stuck into fan. Fan sound is now okey. However my question is will it effect laptop in some ways? I think this chip was responsible for fan speed detection because now I can't detect fan speed with any programs.

That's a capacitor; a type of battery, mostly used for power conditioning. It cannot be directly responsible for rpm report, but it's possible that the signal traveled over it.

You can either solder it back or drop a large enough blob of solder between the capacitor's pads. That would bridge the circuit, making it available for duty again (even if a little less well protected). That's more something for when the capacitor is actually defective, though.
