Ordered on Aug 2nd
Got an email saying it shipped on the 9th
Account order page still says: Ship date Aug 17
I had called them before (after 9th) and they say it has not shipped due to part shortage.
The tracking number I got doesn't even work.
Whats going on ?

I'm not sure about the whole situation about not being shipped due to parts shortage.
But as far as your tracking # not working; Lenovo ships laptops in batches from China to distribution centers in Canada/USA, then it distributes them for regular shipping. So your tracking # won't work until your laptop arrives and is processed on this continent. (Usually just under a week from the date it actually ships) -
My UPS tracking numbers worked when both my T500 and X120e were still in China. I would guess that Lenovo is waiting for a batch of laptops to actually ship all at once, but it is unusual that it's been a week and there's nothing going on. I would give it until August 17, and then, if things still haven't changed, try to escalate it with Lenovo support.
