I haven't experienced this issue, but since there's a BIOS update addressing it...

    Lenovo Support & downloads - BIOS update utility - ThinkPad R400, T400

    Version 3.19
    BIOS: 3.19 / ECP: 1.06

    * (Fix) Fixed an issue where the LCD screen might be wavy (The discrete graphic models only).
    * (Fix) Fixed an issue where the computer might not boot when McAfee Endpoint Encryption was installed.

Update: do not install this update. It made random pixels all over the screen lighter than others. I've gone back to 3.18.

Maybe it's screen dependent. I've got a led backlit LG.
