I had placed a whole bunch of orders on the Outlet because I knew they were going into the bit bucket until I realized my credit card company was causing them to get refused.
But I noticed something interesting.
When you're on the outlet the first half of the "Part Number" is the serial number, and always listed. You can use it to infer some history about the laptop. It may not be the laptop you get and the warranty status is assured to be "reset" once shipped. But the current state of the warranty of the same priced items are all over the place. Some have 3 yr onsite to Some Have None to Some Have 1 year Depot (and partially used up). You can infer when it was roughly made which can make a difference sometimes.
So I looked through all the broken order emails I had and half of them have the serial number and half don't.
Turns out the final order that I did get through has no serial number in the confirmation.
I'm wondering if that could be the difference between an order that say got canceled while waiting to be fulfilled or a sealed until that was issued a serial number and warranty but was return sealed or what.
I'm kind of surprised that my outlet order is 4 days overdue from shipping (even though it should be "in stock"). Perhaps it was a canceled order and I might have to wait as long as some folks have for regular retail orders, which could be a long time.

I learned what no S/N in the order means in more detail today. You're F'd.
They canceled my order. Hours after they sent me an email that it might be an extra 30 day wait and a day after a rep said you will get your laptop. -
And with regard to actually talking with Lenovo's telephone reps, I have mixed experience with it.
They still have worthy Thinkpad laptops however, which is why I persisted with my 1st (T530) and then fell into a good deal with my 2nd (X220).
Good luck! -
I ended up ordering a new laptop on ebay for nearly twice the price.
Noticed some odd things about Outlet Orders
