When I ejected a disc from the drive, it failed to eject so I ejected it using the emergency eject hole. Then I noticed that there is a rubber flap that spans the whole drive width that is clogging the disc. It has also become difficult to close the drive. Also, it doesn't eject well.

Is this a factory defect or can I fix this?

What type of computer do you have? What exactly do you mean by "clogging the disc"?
