Definitely Ubuntu (whether 6.06 or 7.04) - if you don't use Beryl.

Performance of what? Operating Systems are only as strong as the software they run.

If you are looking to do productivity ( Office like work ), either will work just as well. If you want Gaming you will want XP. If you want have a cool desktop with lots of customization options then Linux is better.

The bottom line is you must pick your OS based on what you plan to do with it, each has its weaknesses. But then each has its strong points.

It is true you can make Linux run extremely efficient........but you also loose conviences like... a mouse, a desktop... this is perfectly fine if you love command lines.

Think of the things you use your PC for, then find out how well they perform on each OS. Then make a choice.
