I am running Windows 7 professional x64 and I have installed the appropriate power manager software/driver and it even appears under programs in windows but I cannot get the application to actually open. Any suggestions?

Correct, when I go to where the app is located, for some reason in the drivers folder and open any of the applications in the folder they do not open.

Edit: seems link link is dead (again...) Lenovo needs to fix these. Then again my internet is buggy...

scroll down to where it says "power manager" and download that file
If that doesnt work, try launching the program under administrator. I've seen people uninstalling/reinstalling their .NET Framework 3.0. Go ahead and give that a try -
Installed by following that link, still no luck. Could you walk me through .NET I haven't been able to find any information about it for Windows 7?

honestly I think its quite a stretch to say that Framework is the culprit.

If you didnt uninstall the previous power manager, I suggest uninstalling it first then reinstall the newest version -
why does he need to install the sdk?
and vista/7 has .net framework installed already. you don't have to install it again. -
