When I plug in a charger or when I turn on my computer it automatically makes my brightness the highest and my volume a certain number. Is there anyway to change these settings?

yes you just need to edit your power settings.
control panel....power options....advanced settings....and you can tweak everything.
it shouldn't make your volume a certain number though...

also, are you using the default windows power manager or the IBM one?

IBM one. Does this make a difference?

yes it will make a difference because one will override the other. just double click on the battery gauge and it will bring up the power manager settings. look for the plan name and you can select different plans and see what they do. you can even create your own custom plan
