I want to buy a Z61t thinkpad, but was wondering if it makes sense to wait for Intel's new processor. I start UCLA on September 26 and would like to have it by then.

no. There wont be any z series selling with core 2 duo's before you start school.
Even if they had them now, they probably wouldn't ship in time for you, given how slow lenovo is at shipping new models.
Buy something that is in stock (or you may wait a month). If you give me a model #, i can tell you how many there are in stock. Or phone and ask.
Anyway, you can upgrade your core duo later - if you really want to. -
Keeping in mind you won't have a warranty if you upgrade the CPU. I don't see the Core Duo 2 models being available by September either. According to the benchmarks, the Core Duo 2 is about 20% faster than the Core Duo. Most people however do not push their CPUs. Office or internet is not going to be all that different speed wise. The CPU is only one part of the performance equation. Hard drive speed, and amount and speed of memory will also play a large part. Good Luck.
