I am looking at buying either a T43 or T60 for regualr, everyday use (mostly office and web tasks). I will be doing no gaming or work with graphics/video. Do I need a dedicated graphics card, or will an on board card be okay? How much difference, if any, during everyday work will I notice?

    Thanks in advance

Integrated is what you want, you will notice zero difference for those tasks.

then again, something like the X300 in the T43, or whatever the equivalent in the T60 is, will give you a little more power if you need it, and probably increase resale value if/when you sell the computer.

An integrated card does take memory from the system memory, but system emory is cheaper than gettting one with a discrete card.

You might want to consider getting a dedicated card to run Vista in "pretty mode." While it was said the newer integrated Intel Graphics could handle Vista's higher graphic requirements, having a dedicated card won't tax the system as much i would assume.
