    I have a T30 2366-82U with a 1.8 Ghz CPU that is only running at 1.2 Ghz.

What do I need to do to get it to run at 1.8 Ghz ?

Check the clock speed in the bios. it should be set high enough to run your CPU at 1.8. but make sure it is really a 1.8 or u could overclock it by mistake and melt it... not fun

If I recall those had the awkward P4-M processors.

Your processor is slowing itself down to conserve power. This is especially important to the Pentium 4 line which used considerable wattage.

All 1.8 Ghz is still there, however. It's just being held "in reserve" and will be put to use should you need it.

    Yep...its called SpeedStep

If you want to see 1.8Ghz, do something processor intensive.

That's not because of the CPU, your battery is aging overtime regardless of what you do.

Yep. The battery guide talks about the factors that affect the battery's lifetime as well has some helpful suggestions...its a great read. .
