A new version of Thinkvantage power manager driver was installed on my computer, and I checked the version, it is 1.15. However, it seems that I can't see the power stretch function and always on USB function in the new thing. Any ideas? Or is it something can be used on T61 only?

Those functions are only supported on the new Santa Rosa chipset (T61).

So what's the point of letting us all update the PM? I was excited for a while until I saw no change on the PM interface. This is quite annoying...

Actually, Battery Stretch is not SR only as all it does is disable devices through device manager to save power. It pretty much just provides a convenient way to do it. :)
