Is the t60 with this setup going to be able to run Aero glass? I thought Glass needed 128 or 256mb of video ram to run its highest setting, but it seems odd that IBM would have put a dedicated video card in that couldn't run it.

no, it acutally has less to do with what graphic card you have but more to do with how much graphic memory you have.
you need 128mb for aero glass effect.

I ran the Vista Beta on my T42 with AreoGlass. It ran fine on my 64MB Radeon 9600.

Here are the requirements for the aero glass effect:

-64 MB of graphics memory recommended for 1024x768, 128 MB for 1600x1200+.
-At least 32 bits per pixel.
-3D hardware acceleration with capabilities equal to DirectX 9.0c.
-A memory bandwidth of 2 GB/s is recommended.
-Capable of drawing ~1.5 M triangles / second, one window being ~150 triangles.
-A graphics card that uses AGP 8X or PCI Express x16 bus.
-Windows Display Driver Model (WDDM) Drivers.

Congrats on your decision. I hope you will like your T60 as I do like my T60. I like T60 really very much. Though sometimes I envy macbook or sony SZ. But I don't think I will buy anything other than a thinkpad when I purchase my next laptop (probably at the end of 2007 or at the beginning of 2008 :) )
