I have called this problem in, and Lenovo sent me a 2nd ultrabay battery. This battery also shows 0% when i first popped it in (usually it would have some charge from the factory). But even though its at 0%, it will not charge. The battery status says "Plugged in, Not charging" when i plug it in to AC power.
Lenovo wants me to send my whole laptop in to replace the motherboard. I hate to do that, I am thinking this is a software problem.
I have Vista 32-bit, all the updates from MS and Lenovo are installed.
Any ideas?

I had a similar issue but with the main battery and it was stuck at 21%. I ended up running it completely down until the unit turned off (not hibernated). After this I turned it back on with AC attached and the unit was charging properly. I chalked it up to a quirk.
As for your situation, have you let the battery run down completely such that the computer can no longer operate then tried connecting to AC to see if charging commences as normal.
BTW I think this is an issue associated with the Power Manager SW. Not sure, but I think it is related. -
Have you tried booting on AC with only Ultrabay battery in, then pulling the plug? Just curious
