Can't you just repeat the installation to that unknown?

    Start Windows XP.
Click Start then click Control Panel.
Click Performance and Maintenance and then click the System icon.
Click the Hardware tab then click Device Manager.
Right-click Unknown device in Other devices or System devices and click Properties.
Click the Driver tab then click Update Driver.
Select No, not this time and click Next.
Select Install from a list or specific location then click Next.
Select Search for the best driver in these locations and Include this location in the search only.
Click Browse, locate the driver, then click OK. The default location for this driver is: C:\Drivers\Win\TPM.
    Click Next then click Finish.

I installed the driver like it should have been installed. i followed your guide to a clean xp install actually. but thanks for confirming what I thought. Because it would make sense since the TPM isn't being used by any program.
