Is it too early to shoot for
    Intel® Core™ 2 Duo processor T9500 (2.6GHz 800MHz 6MBL2)
    Genuine Windows XP Professional
    15.4" WSXGA+,BT
nVIDIA Quadro NVS 140M, PC Card/ Smart Card
    2 GB PC2-5300 DDR2 SDRAM 667MHz SODIMM Memory (1 DIMM)
    UltraNav (TrackPoint and TouchPad)
    100GB Hard Disk Drive, 7200rpm
DVD Recordable 8x Max Ultrabay Enhanced
    ThinkPad 11a/b/g Wi-Fi wireless LAN Mini-PCIe US/EMEA/LA/ANZ
    9 cell Li-Ion Battery

Or should I go with a similar T61p with T7800?

Montevina is out in May, so that's only 4 months away from now....If you're not in a hurry, I would suggest you to wait.

When they come out with the new chips, they usually trickle out at first. I would take what the rep said with a grain of salt. They probably don't know much. I doubt the Penryn is going to be hugely better.

Its 2 different issues first, whether the T9500 is good enough second which is more interesting - if they can ship it this century or I have to wait forever. I see a lot of people waiting for T9500 and no body mentions that the R61 is ready to ship and pretty CHEAP $1550 for the above configuration.
