So... after having my T60p for less than a year I have already had to replace my system board and now I have to replace my hard drive. Anyway, I received my hard drive yesterday from Lenovo, and it says "used serviceable part". Obviously it's been used... but does this mean it is low quality? Has it been restored as if it is "new" or is there remnants on it from the prior problems it probably had? Should I/can I request an actual NEW hard drive?

1.) Not it does not mean it's low quality ... necessarily.
2.) You can and should request a new model, but they don't have to give it to you!
3.) I would not worry too much as long as the warranty still exists -- it's probably a hdd from a returned unit or something. -

that is the industry's dirty little secret. a lot of the service parts are used, supposedly refurbed and tested so be good as new.
