I am trying to make my VGA out turn into an S-Video out so I can hook up my laptop to my bigscreen tv mainly to watch tv shows and movies.
I am using a cable very similar to this one:

I do not get any video displayed, just black and white fuzzyness. Is there any settings I can change to make it work?
Other products similar to this say: Your VGA card must support TV out directly through VGA port function. Please consult with your VGA cards user manual for more information.
I have the ATI FireGL v5250.
Any and all help would be greatly appreciated. Thank you

I thought the T60 had an S-Video out but that option was dropped on the T61.
Anyway, it's unlikely you will ever get that cable to work. Read this thread:

So I'm guessing that my only option is to get a TV with a VGA input or one of those VGA to s-video signal converters? -

You could get a convertor box where you plug your computer's vga port into the box and it outputs s-video, rca etc
