When I try to install this it will not install on my X61 tablet it says the drivers are not validated for my computer and to obtain the appropriate driver from the manufacturer.

I had this problem too when first moving from the old Lenovo drivers to the latest Intel drivers. Try uninstalling your old driver first. If this doesn't work, try getting the zip version and install the driver via device manager (after unzipping the files).

What is the reason for Lenovo not releasing "official" updates even when Intel updates their video drivers? The latest version from Lenovo is 7.14.10.1329 which is from 9 Nov 2007

They need time to make sure the driver works properly on Lenovo hardware. For example since installing the new driver i've been having issues when switching from tablet mode to regular mode on my X61T.

I have no idea whether it applies to the X3100, but OEMs regularly modify both hardware and drivers for their own purposes, so many times the model of something may be identical but still different, and possibly requiring customized drivers. Although there are exceptions of course, many times drivers should be downloaded from the OEM rather than original mfg.
