I have a question about how the warranty system works for ThinkPads.

Let's say, I am not a UK resident, but I do visit the UK about 3 times a year for about 3 weeks per visit.

If I buy a ThinkPad from the Lenovo UK website, a X201 comes with a base 1-yr depot warranty. Can I buy this machine and when I return to the country of my residence, can I upgrade the warranty to a 3-yr onsite warranty at extra cost, which I would be willing to pay for?

you'll need to inquire with your home country's sales department at lenovo and ask about an on-site upgrade on a system purchased out-of-country.   they'll know more than anyone since policies vary country to country, region to region.

Little off topic - isnt the standart warranty accross EU for goods 2 years?
At least here in Latvia it is, you get either laptop with 2 years warranty or in case of ThinkPads they often (dont know if always) come with 3 years. They do cost an arm and a leg tho so 3 years is probably small bonus for the price ThinkPads cost here :D
