Yes, it is toll free. Most all support lines in the US are toll free.

Which one do I call? I need to get recovery discs sent to me. Not sure if this is under the umbrella of customer service or tech support. Also is the 866 number you posted above toll free?

    yes, they're all toll free.
your best bet is tech support. if they can't help you, they'll refer you to customer service.
you can also make your own recover discs using rescue and recovery thinkvantage software.

Tech support can provide the disks at no cost, if you have a valid reason like if the discs you burnt doesn't work, or that your hdd has a corrupted Recovery partition.

one clarification: the system must still be under warranty for the media to be sent out at no charge.   if it's out of warranty then expect to pay around $55 USD.

if this is a brand new system then you can call tech support for the media.   customer service can help but they'll more than likely patch you through to tech anyway.

Update: I called Lenovo. They told me to call back a few times since they were short staffed but everybody was polite and helpful. When I finally got through I had to pay like $50 for the recovery CDs(like erik said) since I was out of warranty. Then I received the discs in a day. So overall it was a pleasant experience but the discs are just too ridiculously expensive. Thanks guys.

the discs are expensive since they are delivered to the customer using overnight express courier.

the cost on shipping media or parts to customers in the US is only $13.50 via UPS.   roughly $35 goes toward the fact that discs are mastered right before shipping and the constant development, updates, and testing put into the images sent to customers.   the remaining few dollars go toward tax.

perhaps your discs are all made in Taiwan, however, here in the US they are all mastered on-the-fly and say "Recorded in USA" at the bottom.   as far as i'm aware, this process hasn't changed for our market in over 8 years.   prior to that they were mastered and printed just like OEM media and never saw updates.

since The Fire Snake's question was about US market media, that's what i'm addressing here.
