Noticed this the last couple of days. Not at all noticeable with white background and it actually moves if I tab/untab quickly.
For those who don't know what they are looking at it almost looks like video compression. Blocky looking artifacts.
First glance it might look like its the actual video compression but its not.
    Watch 1080p!

I remember my X220 doing something like that. 99% sure it's related to the intel integrated video power saving settings. Not only does it cause this blockiness (16-bit instead of 24bit number of colors look), very ugly dynamic contrast and changing the refresh rate from 60hz to 50hz (can notice a flicker when certain colors are on the screen, like grey).

Go into the control panel for the video and turn off all the power saving / "enhancing" features you find. Make sure the correct resolution is set as well as 24-bit color. Make sure the refresh rate is set to 60hz. Might need to go into the Windows power options screen to, go to your power plan's advanced settings, and disable any video power saving features there too. If you change your plan, and change it back, it might undo your settings. I've also noticed entering sleep mode will cause it to forget settings. It's a pain.

Does not seem to help. Tried disabling all of the display and graphics power saving options and it's still noticeable.

Not familiar with this model but I'd recommend booting from a linux liveCD and see if you get the problem, if yes, you'll know it's hardware and could save you a lot of time in a futile attempt messing around with drivers.
