Both recent Firefox and Internet Explorer versions persist in shifting screen to my right when I overshoot to the right with the mouse. This is with my new Lenovo T530 notebook computer.

This is with the integrated graphics, Intel HD 4000, as I've so far not tried the 2nd display adapter (by nVidia; I have that disabled in the BIOS).

Can this be changed so that the shifting does not happen? If yes, how?

FWIW this seemed to be related to the display driver; in this case the integrated Intel HD 4000.

Similar to an enhanced video adapter that offers a larger desktop resolution than the max resolution of the display itself; where you can move the screen (via mouse) around the larger desktop.

Likely due to a software bug in one or more of the Windows updates (either the OS or the optional software).

Now that I've finished all of the OS/optional Windows updates, the problem has gone away. :)
