Why is the L7300 CPU in my X61s running at 1.2GHz under maximum performance??
    Thanks!

Not too sure, but I know the 'L' in the L7300 stands for Low Voltage, so the processor probably underclocks itself to save power.

    all the same!

I don't know why I can't get 1.4G speed while intel said it was 1.4G CPU under maximum performence!!

Which utility are you using to check the CPU speed?

CPU-Z shows 1.2ghz, but windows xp and vista show 1.4ghz, actually cpu-z shows the multiplier fluctuating between 6 and 8x, when I use maximum performance it runs 100mhz FSB quad pumped(400mhz), instead of 200mhz quad pumped(800mhz)

on battery optimized it runs 700-800mhz

I don't have any real software to really stress test this machine (X61s), but I'd guess it throttles based on performance. I did a simple python add function to see what happened and cpu-z stayed at 1396mhz until I killed it.
