Whenever my computer comes out of hibernate or just starts up normally when running on battery power, my hardware brightness is set at 13/15 on windows bootup. I always want it to be 15/15, is there a way to change this?

Have you tried creating a custom power profile in power manager? There are a lot of option including what brightness you want when on battery. I have mine at 0 out of 15 when on battery and on bootup, it may be bright but when it loads the desktop, it lowers down to 0.

You have to go into the BIOS and select the "High" display brightness setting. The default is something like "Normal" and will always reduce your max brightness during battery power.
