I am very close to buying the Lenovo T61 and I have one specific question:
Will a better graphics/video card improve the computers ability to run Photoshop CS2 or CS3?
I am a photographer and the running of that program is the most important thing to me in a notebook.

Not really, Photoshop doesn't specifically use the GPU.

Your best bet is to make sure to get as powerful a CPU as possible if you are looking to improve performance.

You probably are not using CS3 Extended which can have some 3D elements where a powerful graphics card may help. With just 2D in photoshop, a fast CPU and lots of ram is all you really need performance-wise.

If you are a hardcore photographer, I would suggest getting an external monitor as laptop LCD screens generally have worse image quality than external monitors.

Agreed, try to get something with a IPS screen since they usually have better contrast then laptop and some desktop TN panels.

7200rpm hard drive will help a lot too.
