Does it still support mSATA SSD?
Do we have to buy one and install it?

I'm sure it will become available in CTO ordering down the road.

Installing the mSata into the T420 is very easy. There is a panel on the bottom of the laptop to access a RAM slot, and PcIE slot (for the msata drive). You open that panel (1 screw), then undo 1 screw to hold the mSata in place.
You slide the mSata drive into the slot, screw in the single screw to hold it in place, and then put the cover back on.
You can do this install in under a minute.

As long as you take out the battery, unplug the laptop from the power supply, and ensure you have no static, then there is very little that can go wrong.

Installing the mSata is similar to upgrading your own RAM. Not much technical expertize is required.

So here's my ignorant question: If you install an aftermarket msata drive, is there an easy way (or any way?) to move Windows onto it? I just bought a t420 minutes ago with the entry level 250GB harddrive, and am not sure what my options are for migrating to an msata or ssd...

You can burn a recovery DVD using Thinkvantage and use that newly made DVD to install Win7 onto your mSATA for a clean install.
I'm sure there are other more complex methods, but this way would be pretty straightforward.
