Will an X31 with a Pentium M 1.4ghz and ATI Mobility Radeon meet the recommended video hardware listed here: XBMC for Windows specific FAQ - XBMC

The processor meets the minimum but not recommended level. I'm less sure about the video.

XBMC: ATI Radeon R420 (X800) or newer supported, ATI Radeon R700 (HD 4000) or newer recommended.

    x31: ATIĀ® Mobility RADEONĀ® / AGP 4X / 16MB DDR-SDRAM (from tabook)
or 16mb ATI Radeon 7000 (from reviews)

I realize I could try it, but I'd rather not start playing if it won't work well.

X series was after Radeon (including Mobility) 9000 series...so you are a bit off.

I believe it depends on the signal, likely is not enough for analog video and HDTV, but should be sufficient for standard definition digital tv.

    Depends on for what.

I use an X40 for XBMC, but that's only for playing back audio (for which it works splendidly.) I doubt video playback would work well on either machine.

Yeah, without GPU acceleration, playback of higher-res videos won't be too pretty on a Pentium M. It should run XBMC, though.
