Well...what you named this thread and what that article talks about has nothing to do with each other.
Windows 7 isn't doing anything but be slightly less power efficient on some notebooks and report when your battery hits 60% degradation and tells you you may want to replace it.
Also Microsoft has recognized these complaints officially:
