Actually, with a Google search I have found so many questions on how to activate Bluetooth on various ThinkPad models but haven't really find a definitive answer. Sorry I had to open another thread on it.
If there is a Bluetooth indicator light is that mean there is Bluetooth installed on my machine? Got it 2nd hand, in 2013, obviously.
SIW only sees an Ethernet and two WiFis in network devices, strangely.
I installed Windows 7 (64 bit, Home Premium) with all the default but none of the optional updates at one point a message came ou Bluetooth was found but now nothing.
Then I tried to install this: Bluetooth with Enhanced Data Rate Software II for Windows 7 (32-bit, 64-bit), Vista (32-bit, 64-bit) - ThinkPad
And it said no Bluetooth device found.
I don't know if it does make a difference if the physical WiFi switch on the front of the machine is turned on or off - it was turned on just to be sure.
The Fn+F5 combo did nothing.

A BT indicator light would indicate that the machine was shipped with BlueTooth, but since you have bought it used...means nothing.
I'd try booting from a "live" Linux CD, such as Mint, and check whether BT shows up there.
Secondly, are there any "unknown devices" under Device Manager?
Thirdly, when you press Fn+F5, does your wireless show up? If not, you need the hotkey drivers/utility installed... -
Both X60 and X61s have Bluetooth indicator under the screen. Under Ubuntu X60s Bluetooth work flawlessly, it sees some Bluetooth for X61s but I can't transfer a file from my phone to the laptop.
Situation is the same with Windows 7: X60: Bluetooth is working, X61s, does not (one time I have seen the hardware wizard shown something, but I could not replicate, don't know how got there.)
Perhaps the parts list can be of any help? http://forum.notebookreview.com/lenovo/731422-x60-x61-s-normal-vs-ultralight-screen.html#post9493777
