for the last two or three months, my X200T's fan have been making strange noise, it was like spinning noise and it gets louder and louder and louder then goes completely quiet. This happens more and more often recently.

And today, the fan completely shut down even though the temperature was 80 degree C, I know this because I took off the keyboard and the fan was not spinning at all. So I restarted the computer, when it got to the bios screen, the computer made some beep noise and it failed to restart. I managed to boot it up again by pressing the power button, and the fan is spinning again.

Does that mean I need to replace my fan?

this means your fan bearing is probably worn out or there are foreign particles between the spindle and the bearing. Replacement is the best course of action.
