Can the x200s and the x200 tablet drive a 24inch 1900x1200 external monitor? How well can they drive that 24inch external monitor?

The X200s/X200t maximum external resolution is 2048x1536, which would seem to be larger than 1920x1200.

It should work just fine (the max I've tried is 1680x1050 though). However, you may want to consider using the UltraBase with a DisplayPort to DVI adapter as 1920x1200 is pushing the limits of the VGA standard.
