It's hard to be sure from the video.
With VGA, it's possible that any kind of electrical interference can produce artifacts. Even which way you run cords may have an effect on video quality. I would make sure that you have a good quality video cable, as short as possible, ran avoiding 120/240 volt mains. The longer the cable run, the cheaper the cable, and the closer to power cords you have the VGA cable, the worse the video would be.
Ghosting is also prevalent in cheap and long cables.
Also, when video-ing monitors, it's possible that frame rate in the camera and the refresh of the LCD monitor can produce rolling effects, although they are minimal compared to an old CRT, but I still see it in a lot of videos.
If it's not the cable, then you have to on what's happening on either end. Sometimes, you can change the timing and phase of monitors, which might help. You also might have a defective or substandard VGA output/input on either. You can test this by swapping the cable and another monitor, one at a time. -
It can either be the cable or a grounding issue that can cause that. If you have a 3 prong AC adapter for your X220, that should eliminate it. I have heard either of those can cause visual artificts.
