basically whenever im watching a video, when the camera moves to left or right quickly, the screen chops up into horizontally-cut pieces for a millisecond, and you can see the distortion in picture. Each piece is probably 10-50 pixels tall, and as long as the display, or so. Watching video gets annoying very quickly with this, and i just noticed this also happens when im in tablet mode, and the screen is turned clockwise once, so the display is oriented 9:16. when i scroll up and down quickly in this orientation, the problem is seen also, so im guessing its more about the display than the graphics. but then, i hook up a displayport cable to the laptop, and connect it to an external monitor (with no previous problems) and the problem is seen on the external monitor, when being supported by the X220T graphics and cpu. so it cant be the physical display of the X220T. cant be a bad IPS panel. its gotta be CPU/GPU/RAM related. also, i hooked up the monitor to a ps3 with HDMI and no problems were seen at all. so this is definitely not the external monitor, which is where the problem is seen better, because the monitor is much bigger. and also it cant be displayport cable problems, because the problem is also seen when the laptop is not hooked up to anything. so i think ive narrowed it down to graphics problems, oriented in one direction only, and or maybe processor problems?
just updated to newest Intel HD Graphics Driver

no one at all?

Check the refresh rate by entering Graphics Properties by right-clicking on the desktop - is it running at 50 Hz?
-
Also, try keep Aero enabled if it isn't already.

What sort of video? Flash (which might be trying to use the CPU although I thought that the latest version could use the GPU), H.264 (which will use the GPU) or what.
What CPU speed does HWiNFO32 show when you are playing the video?

PS: I can't think of why Aero is relevant to this. -

OK
so check this out:
go to personalize, change background to the first Aero Theme listed. its just a basic windows 7 theme and background.
uninstall display adapters from using Programs and Features in CP. restart computer
after bootup, go to device manager, only controller listed is the VGA compatible one. i install new driver using zip file and directing the device manager as per the instructions in the readme file. (same one i had already installed when i made this thread)
after reboot, i open up several videos, and they all seem to be cool. no choppiness.
i go to personalize to change the theme back to my old Black background unsaved theme, and i test with video---> CHOPPY
i go back and pick an aero theme, but then i change my background to a solid color black, and keep the rest of the theme.---->NO CHOPPY
so i think this whole time, i had a win7 theme that didnt have Aero enabled or something.
im thinking this was the only problem the entire time -
Yea, Aero forces vsync. I don't like the Aero themes and use Win Classic instead, but switch to Aero when watching hulu, movies, etc to prevent the tearing.
X220T choppy display when scrolling horizontally or watching video
