AC idling: 10 W
DC idling: 4 W
This is regardless of power plans. I've created a custom plan (based on "power saver" with everything set to the minimum) that is 100% identical for AC and DC mode, including the hidden powercfg settings. Battery level makes no difference, either.
CPU speed is the same (800 MHz).
CPU load is the same (negligible).
C-states are the same, around 99% in C7. (Or at least I think so, ThrottleStop is a little confusing.)
Everything is the same, except power draw (and temps).
I have no idea where to go from here. All I want is that when plugged in, the CPU idles at 4 W rather than 10 W. Can someone please help me?

Post a screenshot like this. With DC and AC power.
Your CPU should be idling at far less than 4W. Not sure about the older 4720HQ, but the 7700HQ idles at 0.3W, the identical 8250U at 0.4W, the so I'd assume the 4710Q should be able to idle at less than 1W.
