when i use my y500 unplugged(on battery) it stays at minimum frequency 1.198ghz soon after plugged in it touches very max frequencies 3.192ghz and stays constantly on it
i dont want to cross 2.4ghz when i plugged it in under normal load(no throttlestop is using). temperatures are way high 75c at normal browsing (i know its ridiculous). i just want boost to 3.2ghz when its necessary. is it normal or am i having any trouble?
if it is normal how can i set it up please help me.

Go into BIOS and reset all settings to default. It looks like you disabled C-States, which is causing the CPU to lock itself to the highest multiplier.

Intel CPUs are designed to use maximum Turbo Boost whenever it is needed.
Run RealTemp and you can make sure that your C States are enabled. Some software like Google Chrome can interfere with your CPU going into the deeper low power C States. I always use Chrome but this is a problem that Google should look into. On my laptop Google Chrome blocks one core from entering C6 or C7 on battery power and this also blocks the entire CPU Package from using these low power C States which increases CPU temps while lightly loaded.
You can use RealTemp or ThrottleStop to disable Turbo Boost while you are on the internet. This might reduce heat a little bit. It will also show you the problem that I am talking about.
