I can't seem to enable Intel's SpeedStep cpu throttling for my T61 (with a T7500). Even when I'm running on battery with "max battery" power saving enabled (XP Pro SP2), it's still running at 2.2 GHz (according to both Intel's utility, and Notebook Hardware Control):

I checked and made sure that SpeedStep is enabled (set to "adaptive") in the BIOS. Any ideas what this could be?

Maybe try using Intel Thermal Analysis Tool, I have ran that on my computer and watched it step down.

Interesting... that thermal analysis tool actually does show it stepping down. Odd that both those other monitoring programs don't detect it. Oh well. I am getting over 4 hours of battery life with wireless enabled and high to full lcd brightness on my 9 cell battery, so the throttling is probably really happening.

I always used cpu-z when looking at clock frequencies, it seems like the tool you posted just detects what your cpu is rated for.
