F3 is a Power Manager feature and F8 is an UltraNav feature. I'd make sure you have the proper driver/utilities installed for both of them? In the case of Power Manager I guess it should be whatever the W8 equivalent is.

On my X120e with W8 and all the hotkey drivers installed, those two functions (although on different keys) also do not work. I've pretty much just written it off as a W8 quirk with the existing Lenovo drivers.
