    i have reinstalled vista buisness and the apci drivers and the power managment stuff from lenovo, I have messed with all the power settings and im still stuck at full speed, anyone got any advice on how to get vista to set the cpu clock correctly

    Are you sure it's stuck? Try using cpu-z to monitor it and see if it changes...
    Also, have you tried using notebook hardware control? (NHC)

    i ended up using rmclock that worked like a charm
