I have a R50P with a Pentium M 1.7GHZ. When I look at 'system' on windows, it shows 'Pentium M 1700 1.19'
Is there something wrong? Why is it showing only 1.19GHZ? I am running on power not battery.

The processor adjusts its clock speed for power and heat reasons, and you are just viewing it on one of its underclocked stages.

So how do I get it from underclocking? So far for whole time I use it, even at startup it shows 1.19 GHZ instead of 1.7

Do you use Lenovo's power management software? If yes, then select Max power profile.
If not, then you have to go to control panel, Power options. There was an option to dissable this behavior. Now it is gone on my PC, not sure why. Maybe somebody else knows it too.
The third option is to instal power management software e.g. "Notebook hardware control". -
I second using Notebook Hardware Control. It allows for undervolting - a very useful tool for getting more battery life.

I apreciate your help, but I still read on the system properties just 1.19GHZ instead of 1.7GHZ. Can somebody with this experience help me? I feel cheated for the missing GHZ speed.

Are you sure the clockspeed is 1.19 GHz. In your oringinal post, it also shows "1700", which could be the actual speed. Use a different program, such as Everest to double check the processor clockspeed.
Also, the speed of the processor makes no difference if your just doing small tasks in Windows. When there is load placed on the processor, it will automatically clock to the full clockspeed, and complete the task faster. -

Well, yes it does, but it doesn't tell us what actual speed of the processor is. Download Everest and see what that says. If you want to have the clockspeed full, then go to Control Panel, double click Power Options, and under the box labelled "Power Schemes", select "Always On". That should bring the clockspeed to the full 1.7 GHz.

The speed is normal. The processor has internal stepping that makes the clock cycle lower when not in use to lower power consumption.

Additionally, the clock speed rating that you find in System Properties is often dead wrong. Use a more reliable system monitoring/diagnostic program if you want to know what speed your processor is really running at. NHC and RMClock are good choice, because they also give you direct control over clock speeds.
